The short version
Nothing is set until you say yes. We would like to use Google Analytics to see which pages people find useful. It sets cookies, so we ask first. If you decline, no analytics cookie is ever created and Google is never contacted.
Strictly necessary
None. The site needs no cookie to work, so there is no "essential cookies" category quietly running in the background. Your accept-or-decline choice is remembered in your browser's local storage rather than a cookie.
